Illuminated Folio draws you cards at a rate tied directly to how many colors your commander shares with the cards in your hand — in a three-color-plus deck with good density, that's two or three cards for three mana at instant speed. The five-mana artifact entry cost is the ceiling on where it works; in two-color or mono-color builds, it's too inconsistent to justify the slot.

Commander is the only format where Illuminated Folio makes sense, and only in decks with three or more colors and a hand that stays full enough to cycle through. In Legacy and Vintage, five mana for a conditional draw engine competes against Rhystic Study, Sylvan Library, and outright free card advantage — it doesn't survive that comparison. Modern has similar problems: the format is too fast for a five-mana artifact that asks you to jump through hoops. Illuminated Folio belongs in a high-color-identity Commander shell where the activation fires for two or three cards consistently, not as a cross-format staple.
