Commander is where Ignite Memories has a real home — three opponents with seven-card hands means each copy in a storm chain can connect for 21+ damage before storm copies even resolve, and a single well-timed chain can end the game on the spot. In Legacy and Vintage it's legal but irrelevant; those formats have faster, more consistent storm kills via Empty the Warrens or Tendrils of Agony, and Ignite Memories can't match the reliability of a lethal Tendrils drain. Modern is the same story — storm decks there aren't looking for damage-based variance when Past in Flames lines exist. Oathbreaker is the one other format worth mentioning, where hand-size pressure can be higher and the smaller life total makes the damage threshold easier to hit.
