Icatian Skirmishers turns every other Soldier you control into a first-striker for the turn — a combat-step reset that can swing races and nullify blockers at instant speed during the declare-attackers step. The four-mana cost is real, but in a Soldier-tribal shell stacked with wide boards, the payoff scales sharply.

Icatian Skirmishers is a Commander card through and through — the effect is mediocre with one or two creatures and exponential with ten. In Legacy and Vintage it's technically legal but has never found a home; the tempo cost of four mana for a combat trick doesn't compete in those formats. Commander is where Icatian Skirmishers earns its slot, specifically in Soldier-tribal builds that go wide and need to push through or survive a stalled board.
