Icatian Infantry has no meaningful competitive presence in any format where it's legal. In Legacy and Vintage, a one-mana 1/1 with activated abilities costing two mana each doesn't come close to the efficiency bar. Pauper is the only format where commons get real consideration, but even there, white aggro wants bodies that do something the turn they enter — Icatian Infantry demands too much mana to become relevant. In Commander, banding is a parasitic mechanic with almost no support and first strike on a 1/1 doesn't threaten anyone.
