It's a narrow combat trick that earns a slot only in decks that specifically exploit the tap effect, and sits on the bench everywhere else.

Hysterical Blindness is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but it sees virtually no play in any of them. In Commander it has the most plausible home, where tapping every opponent's board at instant speed can enable a lethal swing or buy a desperate turn of survival — but three mana for a one-shot effect with no lasting board impact is a tough sell when similar effects like Fog or Blustersquall exist. In Pauper and Legacy the card is strictly too slow and too situational to compete.
