In Commander, Hypnotic Cloud is fighting an uphill battle: targeted discard loses value against three opponents who each draw every turn, so even the fully kicked version rarely produces a lasting advantage. Pauper is where Hypnotic Cloud has the most plausible home — the format's lower card quality means stripping three cards from a single opponent can be backbreaking, and instant speed matters in a format full of cheap interaction. In Legacy and Vintage it's strictly outclassed by Thoughtseize, Force of Will, and other zero-to-one-mana disruption that doesn't ask you to pay five mana for the full effect.
