Commander is where Hymn of Rebirth earns its slot: five-mana sorceries are acceptable, three opponents mean three graveyards to raid, and stealing a Blightsteel Colossus or Elesh Norn someone else paid to kill is a real game-swing. In Legacy and Vintage it's essentially unplayable — five mana at sorcery speed competes against formats that end games on turn two or three, and dedicated reanimation there costs one or two mana. Oathbreaker shares Commander's slower clock, so Hymn of Rebirth can function there in the right shell.
