Hurl into History
Instant
Counter target artifact or creature spell. Discover X, where X is that spell's mana value. (Exile cards from the top of your library until you exile a nonland card with that mana value or less. Cast it without paying its mana cost or put it into your hand. Put the rest on the bottom in a random order.)

Hurl into History counters a spell and wheels your hand for three new cards — that's two effects most blue decks are happy to pay separately, stapled together for four mana. It's not unconditional, but in any deck running five or more historic cards, the restriction barely registers.

Commander is where Hurl into History actually lives — artifact, legendary, and saga counts are naturally high in the format, making the historic clause trivially easy to satisfy. In 1v1 formats like Legacy or Modern, a four-mana counterspell that also wheels is too slow and too conditional against tuned linear decks that don't care about your refill. Pioneer and Standard could theoretically support it in a historic-dense shell, but the four-mana slot is brutally competitive there. Stick to Commander, specifically artifact-heavy or legend-tribal builds where you'll hit the threshold without thinking about it.

$0.08 bulk tier
At $0.08, Hurl into History is deep bulk — you're picking these out of dollar boxes or ordering a playset for less than a pack of sleeves. Bulk rares with narrow conditions rarely climb unless a format-warping commander pushes them into demand, so don't expect movement, but at this price the question was never about value.
