Hundroog is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but legal doesn't mean playable. In Commander, a 7/4 vanilla for seven is outclassed by nearly every other option at that slot — you're competing with creatures that generate value, close games on contact, or combo with the command zone. In Pauper it's common-legal, but the format's creature benchmarks at common are efficient enough that a stat-only seven-drop doesn't make any list. Legacy and Vintage have no use for it whatsoever.
