In Commander, Humbler of Mortals belongs in enchantress or constellation builds where enchantments cycle through the graveyard naturally, turning a wide token board into a trample engine at instant speed. Outside of Commander, the card is legal in Legacy, Modern, Pioneer, Vintage, Pauper, and Oathbreaker, but it sees essentially no play in any of them — the effect is too conditional and too slow for formats where games end before a five-mana enchantment creature can matter.
