Humble Defector is a Commander card through and through — its whole identity is the political tension between drawing cards and ceding control, a texture that only exists in a multiplayer environment where handing something to one opponent can be a calculated move against three others. In Legacy, Modern, and Pioneer it's legal but irrelevant; two-mana draw-two with a massive downside doesn't compete in any 1v1 context where the opponent you give it to is the only opponent. Oathbreaker offers the same multiplayer dynamics as Commander and the card functions identically there. Outside of dedicated donation or group-hug builds in Commander, Humble Defector doesn't have a real home anywhere else.
