Competitive 60-card formats have no reason to run it; five mana for a 4/4 that requires combat to trigger discard is miles behind what Modern or Pioneer discard decks are doing on turns two and three. Pauper is the one non-Commander format worth a mention, since it's legal there and the competition is weaker, but aggressive discard strategies in Pauper typically want cheaper, more reliable pieces.
