Howlpack Wolf is a vanilla 3/4 for four mana with a conditional upside that almost never fires — it only gets +1/+1 as long as you control another Wolf or Werewolf, a restriction that does nothing in most decks. Outside of dedicated tribal shells, it's outclassed by nearly every four-drop in the format.

Howlpack Wolf doesn't see play in competitive formats — Legacy, Modern, and Pioneer all have four-mana creatures that win games outright, and a conditional 4/5 doesn't qualify. In Pauper the bar is lower, but aggressive decks want their four-drops to do something beyond sitting on board, and Wolf tribal isn't a Pauper archetype with real legs. Commander is the only home where Howlpack Wolf is even plausible, and only inside Werewolf or Wolf tribal decks built around commanders like Tovolar, Dire Overlord — where the creature-type synergy actually matters and the +1/+1 condition is reliably active.
