Howling Giant is a Commander card — the token synergies it enables only matter at a table where you have turns to build a board. In Modern, Pioneer, and Legacy it's simply too slow and too low-impact to compete with what those formats are doing on turn four and beyond. Commander is the one context where a 4/4 flier plus two wolf tokens has genuine upside: it triggers wolf and werewolf payoffs, pads aristocrats counts, and survives a wrath by splitting damage targets. Outside of Commander, ignore it.
