Howling Fury puts +2/+2 on two target creatures and gives them trample until end of turn for four mana — a reasonable combat trick that can push through blockers or close games. The problem is that four mana at sorcery speed for a temporary pump is just too slow in any environment where permanents and card advantage exist.

Howling Fury is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but competitive play doesn't reach for it in any of them. In Commander, the four-mana sorcery slot is deeply contested, and a buff that evaporates at end of turn rarely justifies the slot over a permanent anthem or a piece of card draw. Pauper is where Howling Fury has the most theoretical footing — aggressive commons that want to push through stalled boards can use the trample rider — but even there it struggles to earn a slot over cheaper pump spells. Legacy and Vintage ignore it entirely.
