Hour of Eternity trades mana for board presence at a ratio that only makes sense in the late game — exile three creatures from your graveyard and get three 4/4 blue Zombie tokens with no strings attached. The triple-blue cost on top of X makes it a Commander card almost exclusively, and even there it demands a deck built to fill a graveyard fast.

Hour of Eternity is a Commander card through and through — the X cost scales with the mana you can generate over a long game, and the triple-blue requirement punishes you in faster formats where tapping out for six-plus mana is a death sentence. In Legacy, Modern, and Pioneer it's unplayable; cheaper, more efficient graveyard payoffs exist at every point on the curve, and none of those formats give you the time to make a large X worthwhile. Commander is where it lives, specifically in blue-heavy graveyard decks that can reliably hit ten or more mana and have stocked the yard by the time they cast it.
