In any dedicated red deck that condition is trivially met, making this a clean four-drop; anywhere else, it's a liability.

In Commander, Hotheaded Giant is bottom-tier filler — mono-red decks can meet the condition easily, but a vanilla 4/4 for four has no business in a 100-card singleton format where every slot competes against Goblin Chieftain, Solemn Simulacrum, and actual four-drop threats. In Pauper, the common card pool is shallow enough that a 4/4 for four sees fringe consideration in red aggro, though it rarely makes cuts. Legacy and Vintage are non-starters — the power ceiling is too high for a conditional vanilla creature to matter. Hotheaded Giant is a Limited card that aged out of every Constructed format the moment better four-drops were printed.
