Hostile Takeover is a Commander card through and through — the combination of mass removal, token generation, and card selection is exactly the kind of three-mode value that justifies a high mana cost at a multiplayer table. In competitive 60-card formats like Modern or Legacy, six mana for a sorcery-speed wipe that misses large threats is far too slow, and you'd never register it over cheaper, unconditional options. Pioneer sits in the same boat — the format's threats outgrow three power too quickly for the removal half to clean the board reliably. Hostile Takeover is playable in Oathbreaker for the same reasons it works in Commander: the format's slower clock gives you time to untap with it.
