Horror of the Dim trades a 3/3 flash body for a single counterspell effect — flash lets it ambush attackers while the ward cost taxes anyone trying to remove it. At four mana for that package, it's outclassed by dedicated counterspells and dedicated blockers alike, and rarely worth a slot.

In Commander, flash creatures that also interact are always welcome, but four mana for a 3/3 that counters one spell once is a steep ask when Mystic Snake does the same thing with more upside and costs less than a dollar. In Pauper, the card pool is shallow enough that a flash blocker with built-in disruption could find a niche in tempo or control shells, and that's the format most likely to give Horror of the Dim a fair look. Legacy, Vintage, and Modern simply ignore it.
