That rate is too slow for most formats, but in Rhino tribal or token-doubler Commander shells, the two-for-one structure earns its slot.

Horncaller's Chant is a Commander card through and through — eight mana is acceptable in a 40-life multiplayer format where games go long and token doublers like Parallel Lives or Doubling Season can make the 4/4 into an 8/8 without extra work. In Pauper it's technically legal but never played; the format's aggressive clock makes eight-mana spells uncastable. Legacy, Modern, Pioneer, and Vintage all operate at a pace where Horncaller's Chant would rot in hand every game, so legal doesn't mean viable. Stick to Commander.
