Horizon Scholar enters as a 4/4 flyer that scrys 4 — reasonable stats with a genuinely useful dig effect stapled on. The problem is six mana for a vanilla-sized body that does nothing on subsequent turns; at that cost, the competition demands more.

In Commander, Horizon Scholar competes in the crowded six-drop slot against cards that either win games or generate lasting advantage — a one-time scry 4 doesn't clear that bar. In Legacy, Modern, and Pioneer it simply doesn't see play; those formats punish six-mana creatures that don't immediately end the game or protect themselves. Oathbreaker shares enough of Commander's tolerant curve that the same criticism applies: the scry is fine, but fine doesn't justify the seat.
