Hope Charm is a modal instant that buys you a combat trick, a regeneration shield, or an untap effect for a single white mana. Three modes on one card sounds appealing, but none of them are good enough to run independently, and that's the problem.

Hope Charm sees essentially no competitive play anywhere it's legal. In Legacy and Vintage the bar for one-mana instants is brutally high, and none of Hope Charm's three modes clear it. Pauper has better cheap utility at common. Commander is the most forgiving home — modal cards have real value there — but even in Commander, Hope Charm's modes are too situational and too low-impact to justify a slot over cards that do one thing well.
