Honor's Reward is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but competitive constructed formats won't touch it — three mana for 4 life and a counter spread is far below rate when dedicated payoffs exist. Commander is the only realistic home, and even there the card needs a deck that crosses the streams: something like a lifegain-matters build that also runs a +1/+1 counter subtheme, or an Atraxa, Praetors' Voice style proliferate shell where the counter distribution scales with board size. Outside that narrow intersection, Honor's Reward is outcompeted by cards that do one of its two things more efficiently.
