In Commander, a vanilla 4/4 for four mana is well below rate, and the tap-two-creatures attack restriction means it rarely gets through without setup. Legacy and Vintage have no interest in it — those formats demand either efficiency or a broken payoff, and Hollow Warrior offers neither.
