Commander is where Hixus, Prison Warden sees essentially all of its play, slotting into white creature-heavy control builds that want flash threats doubling as removal. The exile-on-attack trigger generates real value in multiplayer games where multiple opponents swing each turn, but the vulnerability to removal — which undoes all the work at once — keeps it firmly in casual tables. In Legacy, Modern, and Pioneer it is simply outclassed by more efficient interaction and never sees competitive play. Vintage and Oathbreaker are legal in theory and irrelevant in practice.
