In Commander, Highland Forest is a budget dual that earns its slot in any Gruul or three-color green-red shell — the enters-tapped cost is real, but cycling for one green or red means it never bricks you in the mid-to-late game. Competitive Commander lists skip it in favor of untapped duals, but at the casual and focused bracket it's a clean include. In Pauper, it competes directly with the full cycle of common Ravnica-style bounce lands and typed cycling duals, where its basic land types give it a narrow edge in landfall and land-fetching shells.
