Commander is where Hidden Herbalists earns its slot — flicker and sacrifice synergies are everywhere, revolt is easy to satisfy with fetchlands or sacrifice outlets, and the combo ceiling is high enough to justify the inclusion. In Modern and Legacy it's too slow and too conditional; revolt demands setup, and two mana on a 2/2 body doesn't compete with the format's rate of play. Pioneer has the same problem. Hidden Herbalists is a Commander card that happens to be legal elsewhere.
