Heroes of the Revel enters as a 3/3 and immediately creates two 1/1 Human tokens with haste, putting three bodies on the board for five mana. That rate is unimpressive in a vacuum, but in any deck that cares about token count, Human tribal, or sacrifice fodder, the instant token generation is the actual payoff.

Heroes of the Revel is a Commander card through and through — the token generation synergizes with go-wide strategies, Human tribal payoffs, and sacrifice engines that are endemic to the format. In Modern and Pioneer, five mana for a three-body split is too slow against the format's pace and too low-impact to justify the slot. Legacy and Vintage have no interest in it either. Oathbreaker is the only non-Commander format where a token-doubler or aristocrats shell could extract value, but even there the competition is stiff.
