In 100-card singleton, the tutor-on-ETB effect has real value because it finds exactly the missing wall you need in an Arcades or Phenax build, and blink or bounce effects turn one trigger into many. In competitive Constructed formats like Modern or Pioneer, five mana for a 3/3 with a narrow tribal effect is simply too slow and too conditional to compete.
