Herdchaser Dragon is a Commander card through and through — Dragon tribal synergies, a six-mana cost, and a triggered ability that scales with the size of your board all point squarely at multiplayer games where you can expect multiple combat steps and multiple targets. In Legacy, Modern, and Pioneer it's simply outclassed; six mana for a 4/4 with no immediate board impact doesn't survive contact with those formats' threat density or removal efficiency.
