Herd Gnarr doubles its own power and toughness every time another creature enters the battlefield under your control, turning a single token or flicker trigger into a massive threat. The ceiling is enormous in creature-dense strategies, but the floor is a vanilla 2/2 for four mana if you can't trigger it immediately.

Herd Gnarr is a fringe Commander card at best — four mana for a 2/2 is unacceptable unless you're triggering it the same turn it lands, and even then it dies to any removal before your attack step. In Pauper it's technically legal but never played; the format moves too fast for a creature that needs setup to be relevant. Legacy and Vintage have no interest in it. The card's best home is a token-heavy or flicker Commander deck that can reliably trigger it on the turn it enters, but even there you're competing with creatures that generate value immediately rather than conditionally.
