Herald of Torment puts a flying, evasive threat on the board and can bestow that same pressure onto any creature you already control — the cost is a steady life drain of one per upkeep that rarely matters in Commander but is worth tracking in 1v1 formats. Three mana for a 3/1 flier with bestow upside is a clean rate, and the enchantment mode keeping the effect alive after the creature dies makes it meaningfully resilient.

In Commander, Herald of Torment fits black-based voltron and enchantress strategies as a cheap bestow piece that upgrades any commander with flying while leaving a body behind if removed — the one life per upkeep is background noise across four players. In Pioneer and Modern, it competes in a crowded three-drop slot where a 3/1 for three with conditional flying rarely clears the bar against faster threats; the bestow mode is too slow to matter in those formats. Legacy and Vintage don't give Herald of Torment room to breathe at all — the card simply doesn't scale to that power level.
