Herald of Secret Streams is a Commander card front to back — the payoff requires a critical mass of counters across multiple creatures, which only multiplayer battlefields and dedicated synergy decks reliably provide. In Modern and Pioneer it's legal but sees no meaningful play; four mana for a conditional keyword anthem is too slow and too narrow when you're not building around counters from turn one. Legacy and Vintage are non-starters for the same reason, and the card requires rare printing so Pauper is off the table. Oathbreaker is the one non-Commander 60-card format where it could occasionally appear in a Simic counters shell, but the card's real home is squarely in 100-card counters commanders.
