Herald of Hadar is a Commander card through and through — the drain-and-draw trigger scales with opponents, so the four-player default turns a modest enters-the-battlefield clause into three life gained and three cards drawn before anyone responds. In Pauper it's legal but competing against efficient commons that do more for less mana, and it won't make the cut there. Legacy, Modern, and Pioneer are similarly unkind: five mana for a 3/3 with a one-shot trigger isn't close to competitive in those formats. Stick to Commander, and specifically to shells that can blink, reanimate, or otherwise replay Herald of Hadar to lap the trigger.
