Herald of Anafenza does two things at once: it grows itself with outlast and puts a 1/1 Warrior token into play every time it activates, turning mana sinks into a board presence. The activated ability costs three mana at sorcery speed, which is slow, but any deck that wants token generation stapled to a counter synergy gets real value from a one-drop.

In Commander, Herald of Anafenza earns a slot in any Abzan counter or token deck — the combination of self-growth and token production on a single one-drop is efficient for the format's slower pace. In Modern and Pioneer, it's simply too slow: three mana per activation at sorcery speed doesn't compete in formats where games end on turn four. Legacy is the same story — there's no shell where Herald of Anafenza outperforms dedicated token or counter payoffs at that cost. Oathbreaker sits closer to Commander in tempo, so the same token-generating role applies there if your planeswalker supports a go-wide plan.
