Commander is where Herald of Amity earns its slot — enchantress and aura-voltron shells can exploit the graveyard recursion repeatedly over a long game, and the flying-plus-lifelink package on a single trigger is real value at a multiplayer table. In Legacy and Vintage it's legal but irrelevant; five mana for this effect doesn't compete in formats where the game can end on turn one.
