Heliod's Emissary taps an opponent's creature when it enters — and again every time you bestow it onto something — which is real tempo on a 4/4 body. The eight-mana bestow cost is the ceiling that keeps it out of competitive lists, but in casual enchantment or constellation builds the repeated tap effect does genuine work.

Heliod's Emissary is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but it sees essentially no play outside Commander. In competitive formats the mana cost is disqualifying — eight to bestow onto a creature is a full turn of doing almost nothing in Legacy or Modern. In Commander, enchantress and constellation decks are the natural home: the enters-the-battlefield tap trigger fires on both the creature cast and the aura cast, giving you two disruption events off one card when you're cycling enchantments through the battlefield. Outside of those specific archetypes, a 4/4 for five with a one-shot tap is underpowered for the format.
