In Commander, Heartless Pillage punches above its bulk price in discard-matters and Treasure-matters builds, where the Treasure token does double duty as ramp and synergy fuel. Outside of those specific archetypes, three-mana sorcery discard struggles to justify the slot when opponents start with seven cards and refill constantly. In Pauper, where it's legal and the card pool is constrained, Heartless Pillage is a legitimate consideration for black-based discard decks that can't access more efficient options. Competitive formats like Modern and Legacy have access to one-mana discard that outclasses it entirely, so Heartless Pillage is a non-starter there.
