In Commander, Heartlash Cinder is a go-wide payoff — token decks and aggressive red strategies that regularly field five or more creatures can swing for serious damage out of nowhere, making it a reasonable include in Krenko, Mob Boss or similar goblin storm builds. Pauper is where Heartlash Cinder has the most competitive relevance, slotting into red aggro and token shells where common-legal pump options are at a premium and a sudden burst attacker closes games. In Legacy and Vintage it's too slow and too conditional to compete with the raw efficiency of those formats. Modern has better options at every point on the curve, so Heartlash Cinder doesn't clear the bar there.
