In Commander, Heartlash Cinder is a go-wide payoff — token decks and aggressive red strategies that regularly field five or more creatures can swing for serious damage out of nowhere, making it a reasonable include in Krenko, Mob Boss or similar goblin storm builds. Pauper is where Heartlash Cinder has the most competitive relevance, slotting into red aggro and token shells where common-legal pump options are at a premium and a sudden burst attacker closes games. In Legacy and Vintage it's too slow and too conditional to compete with the raw efficiency of those formats.
