Heart Wolf gives a target Dwarf double strike and +2/+0 until end of turn — a meaningful combat pump — but costs four mana for a 2/2 that has to tap to do it, making it too slow and fragile to justify the slot in most decks. Unless you're building around Dwarves specifically, the ceiling is too low for the investment.

Heart Wolf is legal in Commander, Legacy, Vintage, and Oathbreaker, but sees no meaningful play in any of them. In Commander, Dwarf tribal is a niche archetype and Heart Wolf is rarely the payoff you want — the tap ability is once-per-turn, sorcery-adjacent in tempo, and leaves a 2/2 body that dies to a stiff breeze. Legacy and Vintage have no interest in a four-mana creature whose entire value proposition is a conditional double-strike grant. Oathbreaker follows the same logic as Commander at a smaller table, where inefficiency is punished faster, not slower.
