Commander is the correct home for He Who Hungers — a repeatable, symmetry-free discard effect that scales to three opponents is exactly what multiplayer needs. In Legacy and Vintage it's too slow and too fragile; three mana for a conditional trigger competes poorly against the raw speed of those formats. Oathbreaker is worth considering in Spirit-tribal builds for the same reasons Commander is, just at a smaller table.
