Hazardous Conditions wipes the board of every creature with a +1/+1 counter on it — a sweeper that punishes proliferate, Hardened Scales, and counters-matter strategies while leaving your counter-free creatures untouched. Hazardous Conditions is almost exclusively a Commander card — the 100-card singleton format is where counters-matter strategies are numerous enough and powerful enough to make a hate-sweeper this narrow worth a slot. In Modern and Pioneer, the card sits in a dead zone: dedicated counters decks like Hardened Scales exist, but a four-mana sorcery-speed answer is too slow and too matchup-dependent to see main-deck play, and even sideboard slots prefer cheaper, more flexible answers. Legacy and Vintage move too fast for a four-mana sorcery to matter. In Commander, though, Hazardous Conditions earns its keep as a targeted answer to the Atraxa pods and proliferate tables that dominate the format.
