Havengul Runebinder is a Commander card through and through — the slow, incremental counter accumulation only pays off in a 40-life multiplayer game where you have multiple turns to activate it. In Legacy and Vintage, where it's technically legal, no competitive zombie shell wants a four-mana do-nothing-the-turn-it-lands when faster, more impactful options exist. Modern's zombie decks are similarly aggressive and have no interest in a four-mana tap engine.
