Haunting Apparition is a conditional beater — a 1/3 flyer that can grow to 4/3 if you've put enough black cards in your graveyard, but that condition is doing a lot of work for a three-mana creature. Outside of dedicated self-mill or graveyard-matters shells, the floor is unplayably small.

Haunting Apparition is legal in Commander, Legacy, Vintage, and Oathbreaker, but it sees essentially no play in any of them. In Commander, the only realistic home is a graveyard-matters deck that's already filling its bin with black cards — think Wilhelt, the Rotcleaver or Gisa and Geralf — where the Apparition might grow to a reasonable 4/3 flyer, but still competes against far more impactful three-drops. Legacy and Vintage have no interest in a vanilla-adjacent creature at this rate. Oathbreaker inherits the same Commander logic: possible in the right shell, irrelevant everywhere else.
