Haunter of Nightveil is a Commander card almost by default — the multiplayer context means you're looking at three opponents' top cards simultaneously, which makes the land-theft effect meaningfully more consistent. In Legacy, Modern, and Pioneer it's unplayable; five mana for a 3/4 with a slow-burn advantage engine doesn't compete in those environments.
