In Commander, Haughty Djinn is a legitimate aerial finisher in any mono-blue or Izzet spell-slinger deck — 100-card decks mean deep graveyards by the midgame, and a 5/6 flyer for three mana is a serious clock even in a multiplayer pod. In Modern and Pioneer, it slots into tempo-oriented blue lists as a threat that rewards the instants and sorceries you're already casting, though it competes with a crowded field of efficient blue creatures. Legacy has access to faster and more resilient threats, so Haughty Djinn rarely makes the cut there. Oathbreaker is a natural home given the format's spell-heavy construction and lower starting life totals, where a quickly-growing flyer ends games fast.
