Hate Weaver gives all black or all red creatures +1/+1 — choose one color when it enters, and every creature of that color on the battlefield gets the buff permanently on their stat line while it's in play. It's a cheap two-mana enchantment that scales with board size, which means it does real work in token-heavy or tribal decks and close to nothing in a pile of goodstuff.

Commander is where Hate Weaver earns its slot, specifically in mono-black aristocrats, black or red goblin tribal, or any strategy that floods the board with same-color creatures — the anthem effect compounds fast when you're making a dozen tokens a turn. In Legacy and Vintage it's legal but functionally invisible; those formats have no interest in a two-mana enchantment that does nothing the turn it arrives and demands a critical mass of monocolored creatures to matter. Modern sees occasional fringe play in dedicated tribal builds, but the competition at two mana is steep enough that Hate Weaver rarely makes the cut outside of budget lists.
