In Commander, Harvest Mage is a fringe inclusion in four- and five-color decks that expect to flood on basic Forests and need a specific off-color pip in the late game — a narrow use case that most greedy mana bases solve more reliably with a Arcane Signet or a dual land. In Legacy and Vintage, the effect is simply too slow and conditional to compete with the free or near-free mana fixing those formats support.
