Harsh Deceiver is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but being legal and being playable are different things. In Commander, the only realistic home is a dedicated top-of-library manipulation deck — something like Sensei's Divining Top synergy — where knowing the top card makes the land-reveal ability less of a gamble, but even there it's a stretch. In Pauper, where every mana and body gets scrutinized, a 2/3 for four that conditionally draws a land once per turn cycle doesn't clear the bar.
