Harrier Griffin is a Commander card through and through — the repeatable tap ability scales with longer games and multiplayer threat density in ways it simply can't in 1v1 formats. In Legacy, Modern, and Vintage it's strictly too slow and too low-impact to see play; cheaper, more efficient options exist at every point on the curve.
